The rules are seemingly a set of guidelines between Charles Widmore and Benjamin Linus. As yet, the exact nature of the rules is unknown.

History of the rules

Benjamin Linus and Charles Widmore seem to have had a relationship prior to the on-island events in "The Shape of Things to Come". This is evident in Ben's response to the execution of Alex: "He changed the rules."

"You know why I can't do that."
"You know why I can't do that."

When Ben is later seen visiting Widmore in his penthouse, Ben again accuses Widmore of changing the rules. The conversation also contains hints of prior interactions between Ben and Widmore their conversation suggesting "the rules" govern actions the two may take against one another. It seems one of the rules is that neither can kill the other, as when Widmore asked Ben if he was going to kill him, Ben said, "We both know I can't do that." Widmore seemingly can't kill Ben either, or cause his death, as he ordered Keamy to bring Ben back alive. ("The Shape of Things to Come")

Rules mentioned by Beatrice Klugh in "Enter 77"

In the episode ("Enter 77") Sayid and Kate ascended to the upper level of the Flame with Beatrice Klugh as a hostage. They come upon Mikhail, who is holding Locke as a hostage and during the confrontation, Beatrice and Mikhail begin shouting to each other in Russian.

(Translated from Russian)

--Beatrice: "We can't risk it, you know the rules."

--Mikhail: "There's still a way out."

--Beatrice: "We won't let them into the territory. You know what to do. It is an order."

--Beatrice: "(English) Just do it, Mikhail!"

(Mikhail takes aim at Beatrice)

--Mikhail: "(English) Forgive me"

(Mikhail shoots Beatrice)

("Enter 77")

Trivia

  • In the movie Saw, Michael Emerson, who plays one of the victims of the villain in the film, is forced to obey "the rules" in order to discover the location of the antidote to the poison that is in his body. Other Saw allusions may include Sawyer sawing Lapidus' handcuffs off, and Keamy's heart rate monitor. (Saw 3)
