His character has been approached in secret by The Others, and so he will become an antagonist for the survivors of Flight 815.
The producers' proclamations of Frogurt becoming a series regular were probably just a joke (like the 7th season of Lost, a.k.a. "The Zombie Season".
The mobisode took place at the time Libby was about to get shot by Michael, so Neil was the obstacle that could have prevented Hurley from saving her. However, Hurley probably wasn't intending to meet Libby in the hatch, but this could still raise questions of what could have happened differently.
Neil is the character through which we will learn more about Libby.
